Mamdani's Analysis of Colonial Legacies

Mahmood Mamdani’s 1996 work, Citizen and Subject, provides a foundational analysis of the structural problems plaguing post-colonial African governments.
The text explores how independent African regimes often replicated the racially and ethnically prejudiced structures established by European colonial powers.
Mamdani identifies the roots of corruption and anti-democratic rule by examining the hidden assumptions within existing arguments about African governance.
The author, a world-renowned public intellectual, experienced the volatility of post-colonial politics firsthand when his family was expelled from Uganda by Idi Amin.
The analysis aims to clear a path for democratization by deconstructing the legacy of the colonial regimes imposed by powers like Great Britain and France.

They also tended to replicate many of the racially and ethnically prejudiced structures that were part of colonial rule.

Mamdani and Colonial Legacies

Mahmood Mamdani argues that the modern crisis of the African state is a direct consequence of the institutional legacy of colonialism.
The text highlights Mamdani's personal history, including his expulsion from Uganda by Idi Amin, which deeply informed his academic focus.
Mamdani faced professional controversy for challenging Eurocentric perspectives on African history while teaching in South Africa.
A central thesis of 'Citizen and Subject' is that the inability to deliver democratic governance stems from inheriting European structures rather than African failure.
The book identifies a critical disconnect between urban areas governed by modern law and rural areas governed by indirect rule as a colonial holdover.

Mamdani was suspended from the curriculum development committee over accusations he had made that the University was teaching about Africa from a European perspective, not an African one.

The Legacy of Colonial Rule

Mamdani argues that modern African ethnicity is a construct created by European colonizers to facilitate control over subjects.
The book distinguishes between the treatment of urban dwellers as 'citizens' and rural populations as 'subjects' under customary law.
Mamdani posits that South Africa's apartheid system was not an outlier but the quintessential example of the African colonial state.
He challenges the academic tradition of comparing African development to European standards, which he believes inherently finds Africa wanting.
The text asserts that Africa's current crises stem from an inherited, fractured colonial system rather than intrinsic cultural weaknesses.
Mamdani's historic-institutional approach emphasizes that understanding Africa requires research embedded in its own unique historical path.

He said that doing this would inevitably lead to conclusions that would never favor Africa, but would find it wanting.

Mamdani's Decolonial Perspective

Mahmood Mamdani argues that Africa's modern crises, including state failure and civil conflict, are rooted in the institutional legacy of colonialism rather than being purely homegrown failures.
The text highlights Mamdani's academic conflict at the University of Cape Town, where he challenged the Eurocentric 'problematizing' of African history.
Mamdani rejects the idea of South African exceptionalism, asserting that the apartheid system was a specific manifestation of a hierarchy found across the entire continent.
Citizen and Subject is framed as an exercise in 'thinking outside the box' by discarding inherited Western analytical systems to gain a deeper understanding of African governance.
The author's personal history, specifically his expulsion from Uganda under Idi Amin's regime in 1972, deeply informed his theories on citizenship and indigenous identity.

Mamdani’s dispute with his academic peers over the “problematizing” of Africa was a real-life illustration of his point that you cannot look at Africa only in comparison with European history.

Mamdani's Intellectual and Political Journey

Mahmood Mamdani's return to Uganda in 1986 allowed him to lead a committee on local governance, sparking his interest in the urban-rural divide.
The 'Mamdani Affair' at the University of Cape Town highlighted a clash over decolonizing the African studies curriculum.
Mamdani accused the university of maintaining a colonial perspective, likening it to the apartheid-era 'Bantu Education' system.
The 'Third Wave of Democratization' in Africa during the late 1980s was criticized for producing superficial reforms without true democratic substance.
Scholars noted that despite new elections, many African states continued to suffer from corruption, patrimonialism, and the suppression of civil rights.

Mamdani suggested that the Centre for African Studies was, in fact, a new “Home for Bantu Education,” making reference to the 1953 piece of legislation that had enforced the country’s apartheid education system.

African States in Crisis

The 1990s in Africa were marked by a failure of liberal market transitions, leading instead to heavy debt, weakened regimes, and civil war.
Ugandan President Museveni resisted democratization, fearing it would exacerbate ethnic divisions and destabilize a country recovering from dictatorship.
South Africa underwent a radical transformation during the same period, ending apartheid and holding its first general elections in 1994.
Mahmood Mamdani identified a profound structural similarity between South African apartheid and colonial administrations in other parts of Africa.
Mamdani’s 'Citizen and Subject' emerged from this period of tension between the hope for democratic change and the reality of economic deterioration.

He was struck by the similarities between South Africa’s apartheid administration and the rural colonial administration in other African countries under French or British rule.

African Studies and Academic Context

African Studies is defined as a multidisciplinary field within the social sciences and humanities focused on understanding African events and processes.
The field functions as an 'area study' similar to Latin American or Asian Studies, rather than a single isolated academic discipline.
Scholars in this field, known as Africanists, integrate diverse methodologies from history, law, economics, and anthropology to conduct research.
Mahmood Mamdani’s work is highlighted as a prime example of this multidisciplinary approach, blending political science with historical and legal analysis.
The text provides an extensive bibliography of scholarly debates regarding democratization, state failure, and post-apartheid pedagogy in Africa.

African Studies, which is not a discipline in its own right. As with other “area studies,” such as Latin American Studies and Asian Studies, it is a field of scholarly interest in social phenomena from a specific geographical area.

Foundations of African Studies

African Studies is a broad, interdisciplinary field defined by a shared geographical focus rather than a single academic methodology.
Early anthropological research, such as that by Edward Evans-Pritchard, established the importance of long-term, embedded fieldwork to understand African political structures.
Jan Vansina revolutionized the field by validating oral traditions and storytelling as legitimate historical sources, challenging the Western bias toward written records.
Mahmood Mamdani builds on these traditions by rejecting 'history by analogy,' which uses Western development as the universal benchmark for African progress.
Mamdani argues that decontextualizing African phenomena to fit abstract universal models ignores the specific historical and social complexities of the continent.

This is an argument not against comparative study but against those who would dehistoricize phenomena by lifting them from context, whether in the name of an abstract universalism or of an intimate particularism, only to make sense of them by analogy.

Mamdani and the African State

Mahmood Mamdani’s 'Citizen and Subject' analyzes African governance through the continent's own history rather than comparing it to European models.
The work focuses on the intersection of power structures and resistance, examining how postcolonial states inherited colonial institutional frameworks.
Mamdani’s approach aligns with postcolonial and subaltern studies by prioritizing the perspectives of non-Western and suppressed peoples.
He rejects mainstream views that the African state crisis is purely 'homegrown,' arguing instead that it is rooted in the institutional legacy of colonialism.
The text explores the 'Third Wave of Democratization' in Africa and why initial optimism regarding political change eventually turned into pessimism.
The research aims to address urgent issues including persistent underdevelopment, economic stagnation, and the difficult process of democratization.

For him, the essence of his work lies where structures of power and structures of resistance meet, both in the colonial and postcolonial era.

Origins of the African State

Scholars debate whether the crisis of the African state is 'homegrown' due to internal political culture or an external legacy of colonialism.
Internalist perspectives suggest that patrimonial governance and ethnic splits are rooted in long-standing African social struggles and the 'rush for spoils.'
Externalist views argue that the modern state is a European export that lost its original meaning when 'grafted' onto different African social structures.
Historian Basil Davidson posits that while adopting Western state models was necessary for independence, it has since become a 'curse' for African societies.
Mahmood Mamdani critiques these mainstream views for focusing on the practices of governance rather than the underlying colonial structures of rule.
Mamdani shifts the academic focus from how states are governed to the historical specificity of why these governing structures were established.

The contemporary state in sub-Saharan Africa descends from arbitrary colonial administrative units designed as instruments of domination, oppression and exploitation.

Colonial Legacies and Power Structures

Mamdani challenges mainstream 'Afro-pessimist' views that blame Africa's governance crises solely on local customs and traditions.
The text argues that contemporary African power structures are deeply rooted in the institutional legacies of the colonial period.
A central theme is the disconnect between urban and rural populations, which are often governed by dual, conflicting systems.
Mamdani posits that ethnicity serves as both a dimension of state power and a primary vehicle for resistance against that power.
The author suggests that the apartheid structure of South Africa was not an anomaly but rather the quintessential model of a colonial state.
Effective protest must transcend state-imposed differences and ethnic divisions without denying their historical existence.

Mamdani put forward the original idea that the apartheid structure of South Africa was not an exception in Africa, but was rather a perfect representation of a colonial state.

Mamdani's Challenge to Afro-Pessimism

Mamdani argues that Africa's governance crises are rooted in the institutional legacy of colonialism rather than inherent failure.
He rejects 'history by analogy,' criticizing the tendency of researchers to measure African reality against European historical benchmarks.
The text posits that South African apartheid was not an exception but a typical response to the 'native question' faced by colonial powers across the continent.
Ethnicity is presented as a colonial construct that served both as a tool for imperial domination and a framework for local resistance.
The 'bifurcated state' remains the primary obstacle to democracy because post-independence reforms deracialized leadership without dismantling colonial administrative divisions.

Mamdani argues that apartheid was an answer to the same “native question” that colonial authorities grappled with all over Africa: how can a minority of Europeans govern over a large majority native population?

Mamdani's Institutional Colonial Legacy

Mamdani argues that postcolonial reforms often failed by merely recreating existing structures of concentrated, tyrannical despotism.
He redefines ethnic identity not as a natural or social phenomenon, but as a specific tool and structure used by colonial rulers to govern.
The text asserts that the colonial legacy is most deeply embedded in the modern institutions of governance rather than just culture or psychology.
Mamdani challenges the view of apartheid South Africa as an outlier, instead positioning it as the 'quintessential' example of a colonial state.
The book is structured to first analyze the architecture of power and then examine the specific forms of resistance that such power enables.

In other words, the structures set up to govern a state in modern Africa are riddled with traditions left over from colonial times.

The Bifurcated African State

Mamdani identifies the institutional legacy of colonialism as the root cause of the contemporary crisis in African governance.
The state is characterized as 'bifurcated,' creating a fundamental disconnect between urban citizens and rural subjects.
Urban areas operate under modern European administrative law, while rural areas are governed by 'decentralized despotism' through traditional authorities.
Postcolonial regimes have largely reproduced these colonial structures rather than dismantling them, hindering democratization.
Mamdani argues that poor governance is a symptom of this inherited institutional design rather than its primary cause.
Resistance to the state often inadvertently reinforces the bifurcated structure by operating within its established divisions.

The urban areas were ruled by a modern European system of administration and law, while the rural areas were governed by more traditional laws and administration.

The Bifurcated Postcolonial State

Mamdani argues that postcolonial African states were deracialized but failed to democratize, effectively reproducing colonial power structures.
The 'bifurcated state' creates a fundamental disconnect between urban citizens governed by civil law and rural subjects governed by customary rule.
Decentralized despotism serves as a primary pillar of this system, where central authoritarian rule is dispensed through local customary setups.
Resistance and protest are shaped by these power parameters, as seen in studies of Ugandan peasants and South African migrant workers.
True democratization requires linking urban and rural governance to bridge the divide between rights and customs.
Mamdani posits that ethnicity is not an ancient fixture but a political construct invented to facilitate rule and subsequent resistance.

He argues that the state was deracialized, but not democratized, and that the fundamental disconnect between urban and rural populations and their dual systems of government were the main obstacles to democratization and good governance in Africa.

Challenging African Exceptionalism

Mamdani rejects 'history by analogy,' arguing that applying European political models to Africa fails to account for the continent's unique historical realities.
The text critiques the standard view of civil society, which assumes democratization is driven by the same state-society tensions found in European history.
A central pillar of the work is the rejection of South African exceptionalism, asserting that apartheid was not a unique phenomenon but a variation of colonial rule.
Mamdani redefines direct and indirect colonial rule not as contradictory methods, but as complementary components of a single 'bifurcated state.'
The analysis deconstructs 'customary' law and 'tribalism,' viewing them as instrumental concepts used to manage the division between rural and urban populations.
Modern tribalism is presented as a paradox, serving simultaneously as a mechanism of state oppression and a potential vehicle for emancipatory revolt.

It signifies both the form of rule and the form of revolt against it. Whereas the former is oppressive, the latter may be emancipatory.

The Bifurcated State and Ethnicity

Mamdani identifies the apartheid state as the ultimate example of a bifurcated system, using direct rule for urban whites and indirect rule for rural non-whites.
The 'customary' and 'traditional' structures of governance were often colonial inventions designed to facilitate rural control rather than ancient legacies.
Ethnicity functions simultaneously as a mechanism of state control and a framework for organizing resistance against that same power.
Resistance to colonial and postcolonial rule is often complicit in the structures it opposes because it must operate within the institutional frameworks established by the state.
Mamdani’s theories align with critical thinkers like Foucault and Fanon by showing how power and resistance are inextricably linked and persist into the postcolonial era.

So this resistance actually reproduced the structure of power it was itself resisting.

Mamdani's Institutional Legacy

Mahmood Mamdani's 'Citizen and Subject' challenges mainstream views by rooting the crisis of the African state in colonial institutional legacies.
The text argues that failures in African democratization are directly linked to unrecognized colonial structures sanctioned in law and governance.
Mamdani's work shifted the academic focus from abstract theorizing to a concrete understanding of political practices within specific institutional frameworks.
The book emerged in 1996 during a period of waning optimism following Africa's initial wave of democratic transitions.
While influential, Mamdani's broad claims about sub-Saharan Africa are primarily derived from case studies of Uganda and South Africa, which may limit their universality.

The wave of transitions to democracy seemed to show that African states had somehow overcome the legacy of colonialism. Mamdani, however, said the opposite was true.

Mamdani's Institutional Critique

Mamdani challenges the idea that poor political culture is the primary obstacle to African democracy, pointing instead to inherited colonial institutional structures.
The book 'Citizen and Subject' is noted for its unique historic-institutional approach to understanding the crisis of statehood in Africa.
Critics argue the work's scope is limited by its reliance on only two primary case studies: Uganda and South Africa.
The text is geographically and temporally specific to late twentieth-century Africa, potentially limiting its global comparative application.
Mamdani’s analysis largely overlooks the significant economic boom and rising inequality that have reshaped African politics since the late 1990s.

He argued that the inherited institutional set up of the contemporary African state was the main obstacle to progress.

Mamdani's Intellectual Evolution

Mahmood Mamdani is a preeminent Africanist scholar whose work centers on governance, identity, and the lingering effects of colonial rule.
Citizen and Subject serves as the foundational text that established Mamdani's international reputation and transitioned his focus toward citizenship and conflict.
The author shifted away from a strict political economy framework, which he used in earlier works, to a more nuanced analysis of political identities.
Mamdani's research on rural Uganda and apartheid South Africa provided the empirical basis for his theories on native control and state formation.
His later career involved high-profile leadership at CODESRIA and a move to Columbia University, where he applied his theories to the Great Lakes region crises.

By politicizing indigeneity, the colonial state set in motion a process with the potential of endlessly

Mamdani's Shift to Political Identity

Mahmood Mamdani moved away from traditional Marxist 'modes of production' to explain the postcolonial African state.
He argues that the state was shaped by the 'native question' regarding identity rather than the 'labor question' of economic class.
This shift established the theoretical foundation for his later research on major conflicts in Rwanda and Darfur.
Citizen and Subject marked a turning point where Mamdani began focusing on how the state spawns polarized indigenous and nonindigenous identities.
The book earned the 1997 Herskovits Prize and solidified Mamdani's reputation as a provocative critic of African governance.
Mamdani continues to use these insights to challenge activists who he believes misrepresent African crises for their own interests.

He eventually concluded that the state that had developed in postcolonial Africa was not dependent on the mode of production. Rather, it was shaped by the 'the native question instead of the labor question.'

Critical Reception of Citizen and Subject

Mahmood Mamdani’s work received immediate scholarly attention but faced significant pushback for its broad generalizations across the African continent.
The book's second section, 'The Anatomy of Resistance,' was particularly criticized for deriving continent-wide conclusions from only two case studies: Uganda and South Africa.
Historians were more critical than social scientists, accusing Mamdani of lacking nuance and ignoring historical processes that did not fit his specific analytical framework.
Despite being labeled as a 'colonial chimera' by some, the work is defended as a general theoretical foundation intended to inspire further case-specific research.
Mamdani has largely remained silent regarding his critics, though he continues to emphasize colonial legacies and identity as the primary drivers of African conflict.

Historians have almost unanimously criticized Citizen and Subject for lacking nuance, for not being rigorous enough, for ignoring historic process where it did not fit the author’s framework, and for historical inaccuracies.

Debating Citizen and Subject

Critics like Jean Copans argue that Mamdani’s work is overly schematic, reducing complex African histories to a single urban-rural divide.
Mamdani defends his methodology by clarifying that the book is a political analysis of the contemporary state rather than a traditional work of history.
A rare scholarly symposium facilitated a direct dialogue between Mamdani and his critics regarding the political enforcement of ethnicity.
Mamdani rejects the idea of 'the customary' as a mere cultural residue, viewing it instead as a primary site of political struggle and colonial power.
Despite heavy criticism from historians, the book has achieved seminal status and remains central to debates on African identity and conflict.
While Mamdani has not revised his core arguments, his later works shifted from continent-wide generalizations to more specific case-oriented approaches.

Mamdani is also keen to emphasize that for him, the customary is where the battle is taking place.

Mamdani's Evolving Postcolonial Discourse

Mahmood Mamdani’s seminal work, Citizen and Subject, serves as the theoretical foundation for his later analyses of African conflict and statehood.
In his study of the Rwandan genocide, Mamdani argues that ethnicity is a political construct originating in the colonial era rather than an ancient tribal reality.
His work Good Muslim, Bad Muslim critiques Western historical analogies and links contemporary terrorism to Cold War-era foreign policies.
Mamdani challenges the Western narrative of the Darfur crisis, suggesting it has been misrepresented through the lens of the War on Terror.
While his later works focus on specific case studies like Rwanda and Sudan, they consistently develop his core themes of identity construction and the legacy of colonial governance.
Mamdani’s scholarship has moved beyond academia into international relations and media discourse due to its critique of Western interventionism.

In When Victims Become Killers: Colonialism, Nativism, and the Genocide in Rwanda, Mamdani puts ethnicity and identity center stage as a political construct originating in the colonial era.

Impact of Citizen and Subject

Mahmood Mamdani’s work has become a foundational text in African Studies, influencing historians, political scientists, and legal scholars.
The concept of 'decentralized despotism' is widely used to explain the structural paradoxes and governance crises of the contemporary African state.
Historian Frederick Cooper applies Mamdani’s institutional definition of the 'tribe' to analyze the rise of ethnic politics in post-apartheid South Africa.
Critics like Patrick Chabal argue that the identities of 'citizen' and 'subject' are more fluid and overlapping in practice than Mamdani’s framework suggests.
Political scientist Jeffrey Herbst utilizes Mamdani’s theories to explore the historical difficulties African states face in 'broadcasting' power over rural territories.

According to Chabal, these categories of citizen and subject are not fixed. They are fluid, partly overlapping, and even merging at times, while people constantly straddle citizenship and subjecthood in different contexts.

Mamdani's Impact and Influence Today

Citizen and Subject remains a vital text for understanding the historical roots of state failure, conflict, and democratization in contemporary Africa.
Mamdani challenges the prevailing 'state failure' narrative by arguing that ethnicity and identity are deliberate political constructs rather than inherent social tensions.
The book's relevance has grown as academic and policy debates increasingly focus on governance crises and the erosion of state legitimacy.
Mamdani's work confronts Western policy makers and advocacy groups who often oversimplify African conflicts into binary racial or ethnic categories.
The text provides a theoretical framework for understanding how colonial history shaped modern citizenship and the structures of power and domination.

What Mamdani referred to as the African impasse became framed as “state failure” after the late 1990s.

The Politics of Ethnicity

Ethnic primordialism suggests ethnicities are natural and ancient, whereas Mamdani argues they are political constructs born from colonial governance.
Western media and policy makers often favor primordialist narratives because they simplify complex issues like genocide and terrorism for the public.
Mamdani contends that the Darfur crisis was misrepresented by US activists as a racial conflict rather than a structural political issue.
The 2009 'Darfur Debate' highlighted the tension between Mamdani's academic focus on root causes and John Prendergast's focus on immediate policy action.
Mamdani argues that humanitarian aid and international law fail to address the deep-seated colonial structures that continue to drive regional violence.

Mamdani argued that the root causes of contemporary violence in Darfur went back to the colonial era and specific structures of governance set up at the time.

The Legacy of Citizenship

Mahmood Mamdani argues that the core challenge for African states is the internal definition and meaning of citizenship rather than international law.
The book Citizen and Subject remains a seminal text for understanding the historical narrative of the modern African state and its sociopolitical structures.
Mamdani posits that the colonial legacy is a primary driver of contemporary political violence and ethnic conflict in Africa.
The text emphasizes that the process of redefining citizenship must be an internal one that cannot be imposed by outside actors.
Scholars use Mamdani's work to analyze why some African nations democratize while others relapse into authoritarianism or state failure.

If we are to make political violence thinkable, we need to understand the process by which victims and perpetrators become polarized as group identities.

Legacy of Citizen and Subject

Mamdani argues that political identities like race and religion must be 'denaturalized' by exposing their historical links to organized power.
The book is considered a seminal work for understanding the modern African state despite criticisms of its historical analysis.
Mamdani's later works, such as his study of the Rwandan genocide, build on the foundation of identity as a political construct originating in the colonial era.
The text challenges the 'homegrown' narrative of African state crises, instead blaming the institutional legacy of the colonial bifurcated state.
Citizen and Subject has become a foundational text for scholars studying ethnic conflict, state failure, and postcolonial reconstruction.
The publication served as a career breakthrough, establishing Mamdani as a leading global intellectual and winning the Herskovits Award.

we need to denaturalize these identities by outlining their history and illuminating their links with organized forms of power.

Mamdani's Intellectual Legacy

Mahmood Mamdani is recognized as a premier public intellectual whose work 'Citizen and Subject' provides the foundational theoretical framework for his subsequent scholarship.
The 'bifurcated state' is a central concept describing the colonial division between urban areas under modern law and rural areas under customary law.
The 'African impasse' refers to the inability of postcolonial states to reform local governance, which Mamdani identifies as the primary barrier to democratization.
Historical events like the 1972 Asian expulsion in Uganda illustrate the violent consequences of nativist political identities and state failure.
Mamdani's influence extends to global political analysis, including the roots of terror, the Cold War, and the genocide in Rwanda.

For Mamdani, this is the main obstacle for successful democratization, as well as the core of problems associated with state failure in contemporary Africa.

The Bifurcated African State

The state is characterized as “bifurcated,” creating a fundamental disconnect between urban citizens and rural subjects.
Urban areas operate under modern European administrative law, while rural areas are governed by “decentralized despotism” through traditional authorities.

The urban areas were ruled by a modern European system of administration and law, while the rural areas were governed by more traditional laws and administration.

The Bifurcated Postcolonial State

Mamdani argues that postcolonial African states were deracialized but failed to democratize, reproducing colonial power structures.
The “bifurcated state” creates a fundamental disconnect between urban citizens governed by civil law and rural subjects governed by customary rule.

He argues that the state was deracialized, but not democratized, and that the fundamental disconnect between urban and rural populations and their dual systems of government were the main obstacles to democratization and good governance in Africa.

The Bifurcated State and Ethnicity

Mamdani identifies the apartheid state as the ultimate example of a bifurcated system, using direct rule for urban whites and indirect rule for rural non-whites.
Ethnicity functions simultaneously as a mechanism of state control and a framework for organizing resistance against that same power.

So this resistance actually reproduced the structure of power it was itself resisting.

Mamdani's Evolving Postcolonial Discourse

In his study of the Rwandan genocide, Mamdani argues that ethnicity is a political construct originating in the colonial era rather than an ancient tribal reality.
While his later works focus on specific case studies like Rwanda and Sudan, they consistently develop his core themes of identity construction and the legacy of colonial governance.

In When Victims Become Killers: Colonialism, Nativism, and the Genocide in Rwanda, Mamdani puts ethnicity and identity center stage as a political construct originating in the colonial era.
